I went with bestracingmotors.
There are screws at the bottom of the bumper that you take off first an then you can screw them on after you put the lip on. Everything pretty much snaps into place. The tape seems to work well to hold the top piece together. The screws do the rest. I feared it would rip off or something when I drive, but everything seems to be fine. I should have let the paint dry longer though before installing it. After applying pressure to it, I think I saw some finger prints when looking up close. Hopefully, I can wet sand it out.
