Just running Windows 10 Update SHOULD load most current 3.5 Framework files. Certainly will after following above, IF you have Internet Connection (required for Activation as well). It's a simple Microsoft Windows Installation/ Features issue.
If you have Windows OS, best learn the basics of HOW to search for Microsoft HELP. "Popular Websites" means different things to different folks.
e.g. Heritage Foundation web site is "Popular" with folks who want to believe the 2020 election was "stolen".
