That spring is for the blow off valve. It's seated inside. I've never seen one come in pieces before, but I have seen them send extra springs with differently ratings. You can change the internal spring to adjust what psi the blow off valve unit releases pressure. Bingo, you are correct. I found this right before I read your reply:

"1. The piston looking thing is an alternate BOV flange in case you had another kind of BOV you wanted to install.
2. I believe the spring currently installed is rated for up to 18lbs, and the second spring included is rated for 20 or 22lbs. I have the the first spring installed and am running JB4 With Pump BEF map 1 which is ~17psi."
