My understanding:

Usually pads do not wear exactly the same depending on where they are installed on the car. If you swap them around, you might end up with not having full contact of the pad on the disc. This can cause glazing issue (due to local overheating) or a mushy pedal (as the pads deform to get full contact).

For those reasons, the best practice is always to re-install the pads at the same location.

That being said, some folks rotate the pads around to even out the wear without seeing the issues mentioned above. Note that if you want to do that, ensure you rotate the pads frequently enough as to not get too much uneven wear.
