Agreed. It's as simple as another rule: "Do not move in the braking zone."
After seeing more video, Max already passed Ocon in the middle of the start/finish straight (at this point the blue flag rule no longer stands). Ocon believed that he had the pace to push to and unlap himself. Ocon gained on Max and got within half a car's length. Going into the S curves Ocon was within half a car's length. Max then proceeded to squeeze him out. Unfortunately, Max had more to lose than Ocon. This is where Hamilton's comments have merit.
