The rail itself is just a piece of pipe (with a few fittings), so there's no reason to replace it unless it's leaking...which it probably isn't.
Most (all?) diesel tunes raise the fuel pressure in order to increase power and maintain efficiency, so they put a lot of extra strain on the fuel system components. Pressure sensor, pressure regulator, and HPFP failures result.
