Having gone to college in the South, I believe that 96 in a 55 is considered reckless driving. You're going to have to need a really good lawyer for this. I knew someone doing 120 in a 75 without his headlights on at night and it cost him about $1,500+ in lawyer fees so that his license won't be suspended. Then again, he was 19 years old so they might have gone a bit easier on him. He was also out of state.
You will have to show up to court for this and/or hire a really good lawyer.
Some Southern states do not have a front license plate requirement.
