Rotate the rotor until you see the adjustment through the hole. Then use a small flat screw driver to move the adjustment either up or down ( I forget which side does what) . Either way the end result is the tensioner adjustment will loosen the emergency brake shoes and release the rotor.( assuming you already took off the caliper and released the hand brake.)
