Interesting theory but the problem is that if was attack was assisted by people that how all about bombings like a terrorist organization. Funny thing is that some Cartels have contacts with terrorist factions, but well... who knows?
Like I said this situation its just too rubbish, because there are too many loose ends and not enough evidence.
