Maybe send a recorded letter ? They should allow you to pay the lower penalty if they reject your appeal.
I'm waiting back on an appeal from the council where i parked up and went inside my parents house before i actually bought my ticket on ringgo app. The road has poor reception for my network which is why i went inside for wifi.
I bought the ticket 2 minutes after the pcn was issued.
