I wouldn't expect a single fog light not functioning to caused by a blown fuse. More likely a burnt out bulb. I wouldn't recommend putting in a higher rated fuse, either. You can get replacement fuses almost everywhere; Any automotive store would have them. You'd be wise to spend a fiver and get a full selection of fuses needed and keep them in a small box in the glovebox. Staples sells Really Useful Boxes (appropriate name) in various sizes including one about 1"x1½"x2".
