Coordinates are fine. They are expressed using the WGS-84 model, as the GPS specification. The numbers shown in the *.idx and *.url files are just longitude and latitude using a 32-bit signed integer. In other words, take degrees (positive for North and East, negative for South and West) and multiply them by 2^31/180 to convert to those numbers.
I can explain what I've done so far, but I want to figure out the remaining part (how to show the icons in the map).
