I wasn't able to load the older versions of NET Framework, because Windows will not let you install older versions if you already have newer versions installed.

You probably already have the older versions, it's a matter of activating them.
Hit the Windows key....type "windows features" in the search box then select "turn Windows features on or off" then select 3.5 from there.You should be good to go from there.
