After more research, the Basic correction, Vehicle speed is applied as a multiplier to the Basic correction. So if you're already zeroed on basic correction, then this table doesn't do anything useful (hence the 1M just left this table alone)
If you're DCT trying to get your correction to be different vs speed (ie to reduce kerky starts) then this table might be useful to you.
