I think it's a pretty safe bet. Getting under 11s will probably require either more mods or a weight reduction, or a steeper hill
A 3% slope is allowed, but where I drive it's really flat, so ~1.2% is the best I can find. Of course this doesn't make the car any faster, just gives you a better time to show
I have improved my time to 11.71 the other day after adjusting my tune a bit, but I know it can improve a bit more more, so I'll wait before I send in a new file, but I'm expecting to hit ~11.5s.
With the JB4, you may be able to go a little faster.
