So is it that UK speed signs are enforced to the letter?

Here in my state (US), it is completely arbitrary. Highway signs are 55, but most cars are doing 70 and do not get ticketed.

There is a lot of discretion in ticketing here. Usually the tickets start at 15 over the limit.
