If you have a retrofit CIC, the 1B file retrieved may not match what the CIC is expecting. (Emulator, Script Activation...)

In my Nav Version there is only Road Map Europe PREMIUM 2010
Without any West or East.
Can this be the failure?
The NAVI Prof was standard no retrofit
