I think he meant that the lower you go, the stiffer the suspension NEEDS to be so it doesnt bottom out all the time. If you have 3" of travel and 200lbs/inch springs you will bottom out when the force on the suspension gets to 600lbs. if you lower the car to leave 2" of travel, the same springs will bottom out with only 400lbs of force. this may be not enough, and cause the car to bottom out at the slightest bump. If however your replacment springs are stiffer (for this example 300lbs/in) you are back to needing 600lbs to bottom out the suspension, which is the same as the manufacturer decided was enough. (for this example) The downside is the ride will be harder, as the springs will transmit more shock to the car.
