Ool filter housing drain problem

I was wondering if all of the oil in the housing is supposed to drain fairly quick when removing housing to change filter.

It should drain pretty quick. If you loosen the oil filter cap a little bit, and a few minutes later it's still full of oil and wanting to overflow when you remove the filter, something is wrong.

Is the plastic screen still attached to your oil filter cap?
