The 3k applies if you don't use BMW FS financing or leasing. You could get your own car loan, use your line of credit, etc. and qualify for the 3k. These kinds of incentives are always in addition to whatever discount you negotiate off the MSRP. The dealer claims the rebate money back from BMW, so it does not come out of their profit on the vehicle.
I'm not sure what there is to understand about why the rebates are stackable with financing and not so for cash -- it's simply how BMW has decided to set up the incentives. They know that the overwhelming majority of BMW drivers lease or finance through BMW FS so that's where the incentives are focused. Quote:

Does anyone here know if the lease rates on the 2011 335 coupes will go down in the next month or
two from where it's at right now at 4.9%. Are there any rebates available for lease. Is it typically better to lease the car in August as opposesd to July. |

Yea, I wrote that the day before I closed the deal. My sales guy confirmed that the lease rates posted now would be the same for august too so there was no point in holding out.
