+1 He should make the 2nd closest spot reserved for him and park there from now on.

Even if he owns the place, he can't move that HC space unless he moves the HC accessible entrance. He also can't delete it, and he can't park there. If you operate a commercial building with up to 25 parking spaces, one has to be a HC-only space, and it has to be the one closest to the HC accessible door.
