I also got my state inspection a week ago and was told to remove the the dealership frame that i had on. Only different is that the person was nice enough to lend me his screw driver and let me remove it myself. He did mention that it would cost about $3 if he was to do it himself. Nevertheless, it was wrong for him to charge you for that removal.

Old thread but still relevant. Adding that some shops dont care if it covers the words on the plate or not they remove either way. I got an inspection at my bmw dealership for the same state price - apparently it's mandatory to charge the same price and they did not remove the plate frames

I got inpsected in Dorchester back in September and they refused to do the inspection unless I had the front plate mounted to the bumper. They didn't charge me for it but they did put the plate on the front cuz I had it sitting in the windshield when I showed up
