Angry HELP Targetting 5 PSI IDK WHY

I need help, I posted previously on here that I had a FBO E30 n54 that refused to target above 5 psi, I eventually caved in and brought it to a shop who found a boost leak and fixed it. However it never decided to make boost still. I threw a fuel pump code, tank ventilation code and DSC, DBC, and start off inactive and 3 different MAP/TMAP sensor codes. All signs that the battery or voltage regulator were bad, the battery is a little over a year old and tested a little low so I recharged and reconditioned it, replaced the MAP sensor and voltage regulator, reflashed the tune and all the codes/issues went away. I took it for a drive where it still didn't make boost, and when I got back it wasn't throwing codes. It doesn't throw any 30FF, or low boost pressure, or low boost target codes. Absolutely nothing. And I know it's capable of making higher boost because I had a spike to 7.8 psi yesterday but it just won't target proper boost.
TLDR: My beamer doesn't make boost and doesn't throw codes or have a boost leak. So wtf do I do?

Vacuum lines or boost solenoids would be my first bet after the boost leak was fixed. Wouldn't hurt to replace them due to age/mileage
