my concern is not raining while driving, it's more of raining while my car is parked outside, which in seattle it happens a lot. for example, if i go eat dinner and watch movie and park my car outside for the whole time, there would be quite of bit of rain drop soaking through intake filter and water will get into my engine. or if i park my car outside for a day or two... hate seattle for that reason...

That actually sounds very reasonable, as the oil is hydrophobic and will cause any water that lands on the filter to bead and fall off. No water would ever even get on your intake let alone your engine.

I actually have this exact setup....My bodyshop made me some plastic molds of the vents under the hood, so i canseal or unseal these vents with one screw when i feel necessary.....Rain never has affected my filters nor have they gotten dirty
