I think it would almost be worth sending them back. I'm assuming they were road force balanced and installed using a touchless tire mounter. If you can't find a shop with the same equipment you should just send them back and have the vendor correct their mistake. If the shop scratches your wheels mounting and unmounting your tires then you'll have to deal with that.

I think in this case VMR should be able to help you with those markings. To me they don't make any sense. Does it say 18x9.5 on both wheels. Maybe take a picture from backside of the wheel.

Good thing you got it figured out and lets hope VMR will be nice for you. Looking forward for pictures. After lowering it will look very nice. All the "weirdness" will go way.
