I said that it will only go back to the user defined DC% (in this case 60%) if CAN dbw throttle is below 12%. This value is kept low so that this value can be whatever the user wants it to be during cruise/idle/decel. It will only assume normal DC% values when the engine is under light load and higher. Again, regardless of this setting, it should have absolutely no effect on how the car drives. It is only for addressing wastegate rattle that some cars have.
