Well with regards to the rims, living in the same area I can add this. If you are on A/S you can get by. It may be difficult and you want to drive during the storms but the roads are cleared and salted well enough to survive their freeze point well enough, just be careful.
I run Volks March-November and keep the OEM's with Blizzak's at the Hainesville Firestone. Stores 'em for like $25 or something like that. Depending on budget if you want to mount aftermarkets with winters as you asked if the aftermarket would survive the winter, I wouldn't run anything expensive during the winter. If you want to buy a cheap set of rims and use those during the winter, that's one thing. Personally I hate all OEM rims other than 313's. So I couldn't wait to get my Volks and trash the crap out of my 169's in the ice and snow.
