Many reasons not to evacuate.
1. Freeways, especially I-45, would be overloaded beyond capacity. And I highly doubt there is enough gas in local gas stations to get all the people out. Better to ride this out in a house as opposed to a car. See debacle of "Rita" evacuation. Many more people died then than now.
2. Where do they go?
3. Houston floods often. There was no prediction that this would be a 1000 year flood.
Lastly, its easy to be a Monday morning quarterback. I think the Houston mayor did the right thing.

No one took away people's option to leave Houston if they wanted to. The Mayor didn't order people to stay and had no legal grounds to do so. Have quite a few friends and family in Houston that left.

I certainly do not have all the answers. And neither do any of you. I simply say that the more who had could have left, leaves less to have to rescue is my reasoning.

I think everyone had an option to leave. Requiring evacuation means moving people who can't move themselves.

People are free to plan on their own. Putting the blame or success on a single politician seems misguided at best.

As already stated, the mayor would certainly be a better source for information than the governor on these matters, but again, individuals are left to make their own decisions based on all of the information they receive.

The governor said 'I strongly recommend people in flood prone and low lying areas to leave.'

Here is what he got back.

“LOCAL LEADERS KNOW BEST,” Francisco Sanchez, spokesman for the Harris County Office of Homeland Security and Emergency Management, tweeted in response to Abbott’s warning. There were no evacuation orders in Houston, and only ones in a few communities in Harris County, Sanchez stressed.
In a follow-up tweet, Sanchez urged residents to heed the advice of local officials like Harris County Judge Ed Emmett and Houston Mayor Sylvester Turner, rather than Abbott.

We all have been hearing about what was going to happen last week, particularly in Houston!
This is Katrina and New Orleans all over again....
There are 6.3 million people in the Houston metro. The only thing an evacuation order would do is strand people in the cars on the flooded interstates instead of inside their own homes.

If people had been ordered the same thing that happened in Rita would have happened this weekend, complete gridlock until cars idled their tanks empty and everyone left on the freeway in rising water through the storm. Staying put was the right choice.

My family, house and cars are all safe and sound. My house is on relatively high ground. That said I'm effectively trapped due to high water all around me, access to the highway feeder is under water, IH59 is under water a few miles north and south of me.

I ventured out yesterday in the F25 to see what I could see, and see if any grocery stores were open. I didn't find any store open, but I found a lot of blocked roads, abandoned cars, submerged cars, and stranded people. I spent most of my trip going the wrong way on the freeway because water, and who cares no one else was out there.

All of these pictures are in a ~3mi radius of my house yesterday or this morning.

THIS!! Having lost our home in New Orleans during Katrina, we were living in Houston when Rita came. It was a $hit $how! There is no way to evacuate almost 7 million people in that short a span.
