Instrument Cluster Replace or Recode Question

My 2008 328i won't start. It cranks only. My BMW place have tracked it to the instruments cluster. It's messing with the voltage and needs replacing.
A new one is $1270 plus $525 labor.

Does anyone know of anyone in the USA that will either recondition my instrument cluster, or sell me a reconditioned unit that will work? My guy uses a place that he hoped would work, but they only work with classic BMW parts. I guess 2008 isn't a classic yet! The car is in great shape apart from that, and it's a 6 speed manual. So I'd dearly like to keep it.

Also, will a used unit bolt in and just work? My guy says no. Can he recode a used unit? Again he says no. Apparently all units VIN locked except new units.

Thanks for any help. I'm just fishing here hoping someone knows and appreciates my problem.
