Catted DPs + Secondary Cats = Passed Emission in VA?

Can anyone with this configuration and living in VA relate their experiences?

I am researching into my car will pass VA emissions with aftermarket catted DPs (eg UR or Riss) and secondary cats (not removed).

Any experiences you have with catted or non-catted DPs and the VA emissions inspection would be much appreciated also!

Emissions are only once every two years and your car is new so won't be needed til 2010. I know in the past I have a friend hook me up with the emission. lol gotta love the hookups.
