I came across this last night when I wanted to send an SMS from the laptop - Apparently, MightyText was written by some ex Google tech types and is an Android App & browser extension (Firefox & Chrome). Link them to your Google account and Texts are replicated between phone & computer & can be sent from the computer using your regular mob phone number/account - brill and long overdue.

PS. even works if you've left your phone in the car - provided it has a signal I assume
