xenon retrofit help needed

Ive fit the xenon headlights, pre-lci to a pre-lci car.
Used the bmw loom and an FRM2.
Had the FRM2 coded in fine.
tested the headlamps out on one of the connectors and both fire up fine, xenon and mail beams, indicators all work.

however, either of the clusters will not work the xenon on the drivers side of the car. I've checked the feed in the connector, 14v across pin 2 & 3 which are the feed for the low beam xenon. and this cluster works fine on the other side of the car.

I'm struggling to get my head around this one, any suggestions before i call an auto electrician?

Confirm, you have tested voltage at the bulb?

Bulb lit up when cluster connected to other side of car. But not done an actual voltage check. No.

Double check that the pins in the loom are fully seated at the headlight connector. Also check they're in the right locations. I had a wire work itself loose and I lost the high beam function. The bixenon shutter wouldn't work. Pushed in the pin until it clicked and all was well.
