This is of course the first year in a long long time that both the FIA director and the F1 race director are both persons that don't have roots in F1 (Ben Sulayem is a rally man, Wittich a DTM man).
Maybe previous directors (Todt, Mosley, Masi, Whiting, Ecclestone) were more aware that F1 drivers can be real snowflakes and walked that line differently. (note: it's not a new rule, it's just enforcing it more stricktly)

Drivers wear some personal items for commercial reasons (sponsored items) and some for strictly personal reasons (wedding, family, religion, superstition, etc.). Most want to have those items on board with them.

If FIA is determined to keep the 'no jewelry' rule, IMHO it could resolve the matter with this compromise:

• drivers are allowed to wear personal items at all times when outside the car;

That way, drivers have the possibility to have their personal items with them on board without the risk of those items becoming a hazard for them in the event of an accident (drivers assume the risk of loss).
