TPMS RDC Coding

After hours of searching I'm at a loss. I have an 08' e90 328i.

I purchased an RDC transmitter (the actual square module that's behind the passenger fender liner) to replace mine due to error 6050. After connecting it, and resetting it in NCSExpert, I can read it and see it in INPA in address 20.

When the car starts, it allows me to attempt to reset the system in the CID. But after about 20-30 seconds it goes back to inactive and doesn't allow me to attempt to reset it again until I restart the car. Without it connected, it immediately says inactive and doesn't allow me to reset it; which is to be expected.

Here's where it gets weird. I can also read it in NCS and see it in INPA without the RDC connected. How do I know if I'm resetting the correct RDC? Also, are all the RDCs the same part? Just programmed differently by the car?

I haven't found anyone else with this issue. Everyone else either switched to FTM (which is what I may do while I figure this out) or SG_reset and it was fine.
