lol, fix your boost code (vac lines, pressure convertors etc) and I'll almost guarantee you the problems go away.

If the e70 is like the e90 check the butterfly valve in the intake I had some loss of power and found that the valve was stuck.

Do the cheap things Inxguy suggests first before worrying of replacing the turbos. Vacuum lines before anything else. There is an excellent 14 step video Tunemyeuro put out on youtube. This gave me perfect directions for changing the vacuum lines. It delves into pressure converters too so if you need to change one of those, he shows how to get to them. Hold off of converters until you do the lines is my advice.

My mechanic got it next day, said ECR was unplugged so plugged in and drove around. Eventually the car shot out a big black smoke and started running much better after with more power. Vacuum and turbos are good they said but there is still limp mode errors popping up when pushed harder.

They suggested modified ECM, EGR valve, and missing cat could be the issue. We'll look more into those. Any other suggestions at this point would be appreciated.
I'm hoping the dealer didn't say that because if so it sounds like they're talking out of their ass. As far as I know the DOC (diesel oxidation catalyst) is part of the DPF... so how could the DPF be clogged.. u would think the DPF would be removed as well unless they literally cut it open and gutted the DOC only which would be weird. I would think they would gut the whole thing.

It sounds like you just need to get flashed back to stock and I'm pretty sure a few companies will do that. I doubt any parts were removed unless they were referring to the SCR system maybe?

I wouldn't trust anyone that's looked at this car to be honest. Go see Andrew at TuneMyEuro and get a proper once over done.
