Oil Change when replacing Valve Cover?

I had an oil change in December and Im 4500 miles on this oil. However, In February I had a valve cover replaced. I checked the oil level today and im at the minimum level.

When doing a valve cover replacement, does the mechanic usually change the oil? I dont see anything on my invoice about an oil change. But if he did, and I ate through all that oil, I will just top it off. If he did not, I will change the oil.

Anyone have any idea?

I just got this done as well, my mechanic said an oil change is required. I had to do one anyways before the summer so not a big deal.
