What price should I offer, and what should I settle on if I decide this is the car that I want to go for?

Car looks good, Arctic is a unique color.

They're asking $27k? Sounds about right for asking price of that car with the CPO warranty. I'd start at $23-24k and work from there. I see no reason to pay over $25.5k - you can always negotiate their asking price down a couple of thousand.
