Car won't start. Flat battery?

Hi all. Never had this happen before. Tried starting a car about an hour ago. A little crank, the dashboard light went out, then beeps and lights come back on. Here is a video -

What do you think?

First guess would be battery related for sure.
If not battery could potentially be related to the B+ cable recall if that's not been carried out yet?

Almost certainly battery related. Using the secret menu check the voltage.
