It's a cornering and flashing light. Turn your wheels to the left or right and respective light will illuminate. Pull your signal stalk towards you to flash both.
Your high beams are just a shutter being moved in the xenon assembly to throw more light.

Quick answer to your question is they do nothing. They are dummies.
Background: - Currently, I'm in the middle of a project retrofitting OEM LCI Bi-xenon headlights into my pre-LCI E90. I'm learning much more than I ever anticipated! The retrofit is nearly 100% OEM. - There are two types of Bi-xenon headlights, adaptive (AHL) and non-adaptive. In the US market BMW sold xenon-equipped vehicles with adaptive Bi-xenons only. In Europe BMW sold both adaptive and non-adaptive Bi-xenon options. - Your photo shows non-adaptive Bi-xenons, which is what I'm retrofitting into my pre-LCI E90. - For non-adaptive the inners are dummies. The angel eye bulb fits into the back of this inner cavity, but the light is directed to the rings and does not shine through the dummy lens. - For adaptive the inners are used for cornering and flash utilizing halogen bulbs as stated by PerfectAce. Hope this helps.
