M57 Vacuum Control Valve

I'm having what seems to be a common issue for no boost under 3000 RPM. I'm changing out the two pressure converters for each turbo. I have swirl flap deletes, Is the Vacuum Control Valve for the swirl flap actuators or should I replace that too?
