is tireplus a good enough place for mounting and balancing your tires?

Had tire rack delivered the tires to the tireplus, should I take it to more specialty place?

I haven't heard of this chain but in my experience the guy installing tires at any average run of the mill tire shop (wheel works, firestone, America's/Discount tire, etc) knows anywhere from absolutely nothing to a passable amount that would allow him/her install tires on ~80% of customer cars. The trade off is that these chains will mount/balance for 1/4 the cost of a specialty shop.

So far, I haven't had wheels pristine enough that I wasn't willing to go to Firestone. I know the service writer and half the techs at my local one to the point that they greet me by name when I'm around. If I tell them to be careful, I do believe that they will--stark contrast to some other places. They've been fine on my 313's, HRE's, BBS's with polished aluminum lips, etc. If I had a set that was freshly powdercoated I may pony up to have a racing shop mount my tires.

Plenty of shops in the DMV with RoadForce balancers to even bother taking a chance a tire chain...take them elsewhere.
