From the looks of that something has locked, froze or got bent in the folding process. if one of the sensors in the trunk was acting up then the windows would not go down in the first place. you can try having someone else close it and watch everything as it tries to open and see if you can see anything that is not moving the way it should, but definitely something that needs to go into the shop to fix

The way most of these tops work is that it sequences to one position and one hall sensor is deactivated while the other is activated taking it to the next position.
Yours clearly has that issue.
The fact the top moves some is encouraging and I don't think anything is bent at all but one or more of the sensors are now misaligned which will cause the exact issue you have or......the electro-hydraulic pack is messing up which is less likely.
Again get a quality code reader and it will point toward the offending sensor(s). I have seen this before because a lot of those sensors are hidden under the cloth covering and they can be bumped without showing any indication on the cloth covering.

One thing is for sure I would be filing a complaint again the shipper for damage. Have you done that or did you sign the release without testing the top?

Are there any BMW dealers where you are at?

Here's a document that shows you all the parts and sensors and how complicated it is. It might help.
