Plastic bracket slides onto the fender
Metal bracket slides onto the bumper.

1/2 of the area where the bumper supports the metal bracket looks missing.

It will look OK with just the rear bolt holding the bumper on.
The alternative is a new bumper.

Thank you for the info it’s definitely helpful. However I had already purchased the plastic And metal bracket.

As seen in photo 1 I already have the plastic bracke tattached to the fender and as seen in photo 2 the metal bracket is housed behind the bumper. I’m having trouble figuring out what bracket goes above the first metal bracket and attaches to the plastic fender bracket as seen in photo 3/4.

Photo 3 shows the metal bracket still attached to the fender and not attached to the bumper.
You say “first metal bracket? as if there are 2..?
Photo 4 is a hack job where someone used sheet metal screws to hold things together.

It’s just 1 metal bracket 1 the plastic bracket.
Looks like you have both in the correct location, put the bumper against the fender and screw it in.
