Exposed wires in rearview mirror?

i just noticed that the wires going into the rearview mirror are exposed in the used car i just bought. What do you think happened here?

Maybe the windshield was replaced and it fell off (the cover)?

I always thought BMW was one of the more tasteful ones as far as not showing wires. some of the Japanese cars are ridiculous, incl. Lexus, as far as not hiding the wires to the mirror.
