I had a WRX for a short while...that car was similar to what you describe. No boost below 3,000 and no boost over 5,500. Likewise, my 07 Civic Si was the same way all the way to 6,000...

Test drove a WRX a while back, kinda strange boost range, didn't feel comfortable at all.
