Keyless entry issue 2008 320d E91

First I've searched and feel like I have tried everything on all the forums.

I am unable to get either of my key fobs to unlock or lock car. Blade key locks and unlocks as well as button on center dash. I bought this car used about a month ago, never checked the keyless entry… my bad. Car was bought from a used dealer that said they didn't know about the issue. I've used my OBDLink MX+ with BimmerLink and I do not see an faults. I cannot find any wire diagrams or voltage read outs to help aid in troubleshooting.

I feel like I have tried everything…

Fuses
Wiring (at least I feel like I verified everything)
Diversity Antenna (swapped with one used one, mine looked brand new no corrosion)
Key Fobs (replaced battery and have one brand new one)

I get the following voltage readings at the diversity antenna Starting from the top pin (#1)

#1: 0v
#2: .5v
#4: 4.6v
#6: 12.1v

No change of voltage at any pin when any of the buttons are pushed on the remote. Non CA by the way.

Any help would be greatly appreciated!!

1)Maybe the key where replaced and not programmed for comfort access.
2)Diversity antenna module and the connections to it are common problems for
comfort access .

It's non comfort access. I have checked all the wiring and have swapped the diversity antenna.

Car starts with the keys it will not remote unlock/lock.
