Dual Disa flap resting position question

What is the resting position of the flap of the small and big disa valve on the intake manifold? I'm sourcing parts for the intake swap and getting new valves... I've seen the bigger one as open and the smaller one closed with no current applied. Hope this is an easy answer

When the engine is off, they're both open. When the engine start (at idle) they both close. They're not spring return. They actuate (motor turns a worm gear, turns a spur gear) in both directions.

You're over thinking this. Open or closed is no indication of good or bad. For instance, if the engine was properly shut down before being pulled from the car, they'll be open. From a wreck, they might be still open. After I test them, I don't park them in any given orientation.
