2007 328i - 2A3F and 2A77

I purchased this car in its current condition, so I can't give any history. Starts and runs, codes present will not clear, half filled engine icon on cluster. Voltage at VVT motor is 1.86V at its best. I have another car I've been using to test comparable voltages on and have found that I should have battery voltage here. There is a sky blue relay in the engine electronic compartment that supplies power for this component. At least I think. I'm hoping someone will be familiar with my situation. On the connector for the relay, I have battery voltage on the red wire as I should, but also on the the white wire. I don't have battery voltage at the white wire on the other car. Do I have a bad DME?
