Can't get my license plate frame off lol

There's 2 covers on top of the screws but I can't get them off. Any help?

You should be able to wedge a screwdriver under the cap then twist to pop them off.

I tried that with a small flathead but they were on so tight and I didn't want to force it. But if your saying that is the proper way to remove, then I'll have another go at it. I know it's dirty in the pics but the frame is pretty nice and I didn't want to damage it.

The head of the screw can rust under the cap making them hard to remove.
