Power handling has to do with the voice coil and maximum excursion and absolutely nothing to do with size of the speaker. You can have a 10" speaker with a maximum excursion and voice coils that is better than a 15" and have much better sound and power handling.
Without the specs on the speakers the question of which is better doesn't mean anything.
